Before we discuss the new module, a little history on our founders and the history of Florida crash report requests. Almost 20 years before the inception of GovTransfer, we created Docview, the first service to disseminate crash reports online. Over the course of 10 years, Docview helped around 1000 law enforcement agencies, including many in Florida, disseminate over 1,000,000 crash reports to citizens, insurance company, attorneys, LexisNexis, and Metropolitan Reporting Bureau.
During this time, personal injury attorneys were able to purchase the crash reports and contact the victims directly. While this process always seemed unscrupulous to us, Florida law enforcement agencies were practically begging us to help. With the passage of new legislation, this practice has mostly ceased.
In 2013, Docview as acquired by Appriss. 3 years later, that division of Appriss was acquired by LexisNexis. Unfortunately, LexisNexis does not share our same ethos. LexisNexis ended up paying close to $10 million dollars after a whistleblower investigation revealed that the company was underreporting sales.
Since this time, Florida law enforcement having been taking back control of their crash report dissemination. In many cases, agencies went back to responding to requests manually through the mail. Some agencies have relied more heavily on the FLHSMV accepting that there may be some delays, lost revenues, and a lack of knowledge as to who is accessing their reports.
